Port KC Approves Incentive Package for Country Club Plaza Redevelopment

The future of the Country Club Plaza took another step forward on August 24 as the Port Authority of Kansas City (Port KC) approved a long-discussed incentive package tied to Gillon Property Group’s $1.3 billion redevelopment vision for the district.

The approval comes more than nine months after the proposal first generated significant public debate. Concerns from Kansas City Public Schools and other taxing jurisdictions prompted additional negotiations and a delay in the approval process, ultimately resulting in a revised agreement that provides substantially greater financial returns to local public entities.

Under the approved framework, taxing jurisdictions are expected to receive approximately $281.1 million over 30 years, compared to the $121.2 million anticipated under the original proposal introduced last fall. KCPS Superintendent Jennifer Collier noted that the extended negotiations led to a stronger outcome for schools and other public services, while also calling for greater transparency and oversight in future incentive discussions.

The incentive package supports Gillon’s long-term master plan, which includes a mix of new residential, hotel, office, retail, restaurant, and entertainment uses throughout the Plaza. Proposed projects include redevelopment of the former Nordstrom site, new mixed-use buildings near Ward Parkway and Pennsylvania Avenue, office and residential developments throughout the district, and additional entertainment space near the historic Plaza Theater. In total, the plan envisions more than 800 new residential units along with significant commercial and public realm investments.

As part of the agreement, Gillon has also committed to contributing approximately $4.12 million to Kansas City’s Housing Trust Fund through voluntary payments tied to the creation of new residential units.

While Port KC’s vote marks a major milestone, several components of the broader redevelopment strategy remain under consideration, including a proposed Tax Increment Financing (TIF) plan and sidewalk privatization measures. Together, these initiatives will help shape how the Plaza evolves in the years ahead.

For the Plaza District, the approval represents continued momentum toward reinvestment in one of Kansas City’s most iconic destinations. As redevelopment plans advance, the Plaza District Council will continue to monitor progress and keep stakeholders informed about projects that impact the district’s future.
