Plaza Redevelopment Plans Come Into Focus as Incentive Package Advances

With the Country Club Plaza redevelopment incentive package advancing through the approval process, new details are emerging about the projects that could shape the Plaza's future over the next decade. While much of the public conversation has focused on the financial tools being considered to support redevelopment, recently released planning documents provide a clearer picture of the physical improvements and new development envisioned across the Plaza.
According to recent reporting, initial efforts are expected to focus on improvements to the parking garage beneath the former Classic Cup site and the Plaza above it. Plaza ownership has also indicated that attention will soon turn to redevelopment of the former Nordstrom lot, one of the district's most prominent vacant sites.
The redevelopment framework outlines a series of projects that could be completed in phases over the next ten years. Collectively, the plan envisions hundreds of new residential units, expanded hotel accommodations, additional office space, new restaurants and retailers, and new entertainment opportunities throughout the district.
Proposed Redevelopment Projects
Here's what's now proposed and when, according to recent tax increment financing documents:
Seville West (the former Nordstrom site): 250 apartments, 150 hotel rooms, 10,000 restaurant square feet, 15,000 retail square feet (phase one 2027-2029, phase two 2034-2035)
Plaza Time Block (northeast of Pennsylvania Avenue and Ward Parkway): 165 apartments, 46,303 office square feet, 33,855 restaurant square feet, 65,003 retail square feet (2028-2029)
Seville East (northeast of Nichols Road and Jefferson Street): 200,000 office square feet, 10,000 restaurant square feet, 4,000 retail square feet (2029-2030)
Plaza 211 block (southeast of Nichols and Central Street): 198 apartments, 30,254 retail square feet (2030-2031)
Swanson's/KC Masterpiece block (southeast of 47th and Wyandotte streets): 130,000 office square feet, 21,000 restaurant square feet, 12,000 retail square feet (2031-2033)
Mill Creek block (northeast of 47th and Wyandotte streets): 211 apartments, 6,875 office square feet, 5,000 restaurant square feet, 60,000 retail square feet (2033-2035)
Theater block (southwest of 47th and Wyandotte streets): 15,000 square feet of new entertainment space, 35,000 office square feet, 7,000 restaurant square feet, 22,000 retail square feet (time frame unknown)
While the redevelopment framework provides a clearer understanding of the projects under consideration, several components of the broader redevelopment strategy remain under review. These include a proposed Tax Increment Financing (TIF) plan and sidewalk privatization measures. Together, these initiatives will help shape how the Plaza evolves in the years ahead.
