City Council Advances Country Club Plaza Master Plan, Delays Sidewalk Vote

On May 21, City Council unanimously approved Gillon Property Group’s Master Planned Development proposal, a critical first major action on a proposed long-term redevelopment framework. Here’s a quick breakdown:
Master Planned Development (MPD) Rezoning — Passed Unanimously
The Council approved rezoning approximately 23.5 acres at 4710 Jefferson Street from Heavy Business to Master Planned Development. The new framework establishes design standards for streets, sidewalks, architecture, and maximum building heights across five blocks of the Plaza.
Sidewalk Privatization — Delayed
An ordinance that would have transferred control of approximately 4.3 acres of public sidewalks across 15 Plaza blocks to the property owner was not voted on at the May 21st Council Meeting, and has been delayed for future consideration. City staff noted the proposal raised questions regarding the public status of sidewalks and related public use considerations.
What’s Still Pending?
Several related financial and incentive tools remain under review, including a Tax Increment Financing plan and a separate property tax incentive package previously considered by city agencies. What’s next? Additional approvals are still required before any vertical redevelopment projects move forward. The approved MPD includes a timeline requiring progress on at least one project within four years to keep the plan active.
